The EU agriculture ministers will meet in Luxembourg on Monday 27 and Tuesday 28 October, under the chairmanship of the Danish minister, Jacob Jensen, to discuss the green architecture of the common agricultural policy (CAP) 2028-2034 and review the situation on the agricultural markets.
Most agricultural issues will be discussed on Monday (see other news).
On 16 July, the European Commission adopted its proposals for the post-2027 CAP. The first thematic discussion at the EU Council will focus on green architecture. In particular, the Commission is proposing to abolish the two-pillar structure, create a new farm stewardship system to replace the current cross-compliance system, and a new support instrument to assist the transition to more resilient production systems.
In addition, Member States could choose to allocate part of the non-earmarked funds in their national and regional partnership plans to agriculture, including environmental measures. Finally, the Commission is proposing to introduce a budget monitoring mechanism to measure the contribution made by national and regional plans to the EU’s climate and environmental objectives, with an overall target of 43%.
During the debate at expert level, Member States criticised the Commission’s proposal (see EUROPE 13725/14). Under ‘other business’, Austria will refer to the joint declaration (https://aeur.eu/f/j3k ) by 17 delegations criticising the CAP post-2027 structure (see EUROPE 13723/3).
Agricultural markets. The Council will review the situation on the agricultural markets (https://aeur.eu/f/j3l ) in the context of Russia’s war against Ukraine. Taras Kachka, Ukraine’s deputy prime minister for European and Euro-Atlantic integration and trade representative, will address the ministers prior to their debate.
EU agricultural markets remain stable overall, although vulnerabilities and sectoral and regional disparities persist, particularly in the cereals, sugar and wine sectors.
Under ‘other business’, the ministers from Hungary, Romania and Slovakia will request that the safeguard measures envisaged for the EU-Mercosur agreement be extended to the EU-Ukraine agreement (see EUROPE 13736/20).
Commissioner for Agriculture and Food Christophe Hansen will present the strategy for generational renewal (see EUROPE 13735/6).
On Tuesday, Latvia will discuss Regulation 2023/1115, which aims to combat deforestation caused by products imported into the EU (see EUROPE 13735/4). (Original version in French by Lionel Changeur)
