In its work programme for 2026, Commission focusses on AI, ‘cloud’ and online fairness

In its 2026 work programme, a non-final version of which has been published by Agence Europe, the European Commission sets out the timetable for the various strategies and roadmaps planned in the digital field, which should cover the sectors of artificial intelligence, cloud computing, data and online equity.

In the first quarter of 2026, the Commission is due to present two texts on digital issues: the first on innovation in the EU, and the second on the development of the ‘cloud’ and AI (see EUROPE 13674/12).

This should be followed by the ‘Quantum Act’ (EUROPE 13665/18) and a revision of the rules on market surveillance, the legislative framework for products and the conformity of those entering the EU (see EUROPE 13631/15). 

The Digital Fairness Act (DFA) (EUROPE 13645/12), which is intended to fix the shortcomings of the legislation on online consumer protection, is scheduled for the end of the year.

The reform of the CPC regulation (consumer protection) is absent from this work programme, although it was expected to be completed by 2026. 

Looking ahead to the end of 2025, the European Commission is due to present its ‘Consumer Agenda’ on 29 October, followed by its ‘Data Union Strategy’ on 19 November.

The same day also sees the presentation of the ‘Omnibus’ simplification of digital legislation, the revision of the cybersecurity regulation and the presentation of the ‘European business wallet’.
