On Tuesday 16 September, the European Commission opened a call for evidence to prepare its next proposal for ‘omnibus’ legislation for legislation simplification, this time focusing on digital regulations.
Expected by the end of the year, the ‘omnibus’ simplification proposal should deal in particular with data, cybersecurity and artificial intelligence (AI). The Artificial Intelligence Act (AI Act) and the Data Protection Regulation (GDPR) could be subject to reopening and targeted amendments in this context.
A prospect which delights some players (see EUROPE 13676/16) and makes others say that the EU is sacrificing its standards on the altar of deregulation (see EUROPE 13677/25).
This proposal is part of the Commission’s simplification programme for this mandate, which has already seen the implementation of ‘omnibus’ legislation on competitiveness and the preparation of another on the environment (see EUROPE 13708/12).
In detail, the Commission is planning immediate measures on the data acquisition, the rules on cookies and other tracking technologies, the notification of cybersecurity incidents and targeted adjustments to the regulation on artificial intelligence.
This call for evidence follows a wider consultation on various pieces of legislation: the EU data strategy, the revision of the law on cybersecurity and the ‘Apply AI’ strategy.
