On Tuesday 19 August, the CAN Europe coalition of climate NGOs published a position paper calling for the rapid and ambitious implementation of the European Union’s new Emissions Trading System - ‘ETS2’ - which will come into effect in 2027.
ETS2, resulting from the 2023 revision (see EUROPE 13087/4), will now include the road transport, buildings and small industrial emitters sectors.
CAN Europe maintains that the ‘ETS2’, which aims to reduce emissions by 43% by 2030 compared to 2005 levels, must not be delayed, as the revenue it will generate will allow the financing of a fair transition and improve the confidence of European citizens.
CAN Europe therefore supports a strengthening of the Climate Action Social Facility, in particular through participatory national plans that comply with the “do no significant harm” principle, while advocating a range of complementary measures.
These include investments to help low-income households, the integration of ‘ETS2’ into a range of climate policies, the fight against energy poverty in transport, and redistributive tax reforms.
