28/07/2025 (Agence Europe) – As expected (see EUROPE 13687/17), in his report presented on Thursday 24 July, the European Parliament’s lead rapporteur, Patriots for Europe MEP Ondřej Knote (Czech), rejects the European Commissions proposal for a 90% reduction in greenhouse gas emissions by 2040. In an explanatory note, he considers “the urgency of adopting a binding target for 2040 ahead of COP30 to be unjustified”. The rapporteur also questions the scientific recommendations and calls for the focus not to be solely on reducing anthropogenic emissions. At the same time, the EPP, S&D, Renew Europe, Greens/EFA and The Left groups have launched an accelerated timetable aimed at regaining control of the text, with the tabling of amendments scheduled for 8 September and a vote in the Committee on the Environment on 23 September (see EUROPE 13682/11).
