Following the meeting of the College of European Commissioners, on Monday 28 July, the European Commission proposed to partially suspend Israel’s participation in the Horizon Europe research framework programme. “The suspension specifically concerns the participation of entities established in Israel in activities funded under the Accelerator of the European Innovation Council (EIC)”, stated the Commission in a press release. The EIC Accelerator targets start-ups and small businesses offering disruptive innovations and emerging technologies that have potential dual-use applications, such as in cybersecurity, drones and artificial intelligence. This suspension, which follows the review of the EU-Israel Association Agreement because of the continuing “severe” situation in Gaza, is a “targeted and reversible” action, explained the Commission. The suspension must still be agreed by a qualified majority in the EU Council before it can be implemented. (CG and MB)
