European Parliament’s Environment Committee asks Jessika Roswall to clarify future delegated and implementing acts

The chairman of the European Parliament’s Environment Committee, Antonio Decaro (S&D, Italian), asked the European Commissioner for Environment, Jessika Roswall, to clarify the hierarchy of delegated and implementing acts in her portfolio, in a letter dated 17 June. 

Parliament would like the Commission to share the methodology underlying the choice of delegated and implementing acts that will be given priority in the name of simplification, according to a letter published by our colleagues at Contexte. The purpose of delegated acts is to supplement and amend non-essential elements of a legislative act, while that of implementing acts is to regulate the details necessary for its consistent application.

MEPs want to have “a complete overview of all the delegated and implementing acts concerned before they can properly assess the implications of the proposed changes”. The deadlines and justifications for each of the acts are also requested.

Predictability will enable Parliament “to avoid the creation of regulatory gaps or inconsistencies” and will enable citizens and businesses “to understand their rights and obligations”, explained Antonio Decaro. Finally, Parliament is asking for guarantees in terms of environmental protection. (Original version in French by Florent Servia)
