On Wednesday 9 April, the Agency for the Cooperation of Energy Regulators (ACER) published a ‘roadmap’ setting out twelve specific actions to eliminate existing obstacles to demand response. This involves adapting electricity consumption or production in response to price signals or financial incentives.
For ACER, this means strengthening price signals through dynamic pricing and time-of-use tariffs to encourage consumer participation.
The Agency also proposes to simplify market entry so that aggregators and small players can provide flexibility services, and to promote the widespread use of smart meters to enable real-time demand adjustments.
“A better response to demand reduces volatility and price peaks, facilitates the integration of renewable energies and increases the overall resilience of the system”, ACER points out.
This roadmap is also intended as a call to action for political decision-makers, system operators, regulators and market players in order to strengthen demand response and the flexibility of the electricity system in general.
