ACER makes recommendations to contain network costs, in favour of EU competitiveness

In a report on electricity network pricing presented on Wednesday 26 March, the Agency for the Cooperation of Energy Regulators (ACER) stressed the need to contain network costs as “the main driver of electricity costs”.

According to the Agency, these costs are set to rise (and even double by 2050) - as the energy transition progresses - and will account for a larger share of the electricity bill.

It is therefore “essential to give the right price signals”, ACER stresses, in particular by regularly checking network pricing methods.

It also calls for greater transparency by publishing important information on network tariffs in a centralised EU database, and for the avoidance of unjustified exemptions that benefit specific groups of network users.

The Agency also stresses the importance of taking account of the local context, putting forward proposals to help national regulatory authorities (NRAs) design their next electricity transmission or distribution tariff methodologies.

ACER’s report comes ahead of the European Commission’s proposal on tariff methodologies for network charges, expected in the second quarter.
