The European Commission intends to move quickly with its simplification work, with the publication of three ‘omnibus’ initiatives planned for 2025, according to a provisional version of its 2025 working document obtained by Agence Europe. This document is due to be presented on 11 February.
As announced by the President of the European Commission, Ursula von der Leyen, and by the Executive Vice-President, Stéphane Séjourné, a first ‘omnibus’ text will be published in late February and is expected to cover at least three texts on sustainability (CSRD and CSDDD directives, and the regulation on the European taxonomy - see EUROPE 13568/1). Discussions are still underway to broaden this scope somewhat, according to a European official.
This will be followed by an ‘omnibus’ on a new status for ‘mid caps’, and a third on simplifying investment. These two texts could see the light of day in the second quarter.
The act for accelerating decarbonisation is not expected to be proposed before the fourth quarter. According to Ms von der Leyen and Mr Séjourné, this should be a proposal similar to the Net-Zero Industry Act (see EUROPE 13568/1).
In the second quarter, the Commission also intends to publish a ‘strategy for start-ups’.
