Following a consultation during autumn 2024, on Friday 31 January the Agency for the Cooperation of Energy Regulators revised the transmission system operators’ (TSOs) proposal to amend the methodology for cross-zonal electricity balancing capacity allocations for the exchange of balancing capacity or the sharing of reserves on the European electricity market (see EUROPE 13483/23).
The updated methodology clarifies the governance of the market-based process, establishes rules for the distribution of congestion income resulting from cross-zonal capacity allocation among TSOs and allows TSOs more time to develop the harmonised market-based software. It also offers “flexibility” to those already operating regional market-based processes “to adapt to the methodology’s new requirements”.
Following this revision, TSOs are required to develop the harmonised market-based software by June 2026. Full implementation of the harmonised market-based allocation process is not expected before September 2027, pending approval from the relevant National Regulatory Authorities (NRAs).
