On Thursday 17 October, five European employers’ organisations published a joint statement regarding the European directive on the posting of workers (see EUROPE 13403/15).
In May, the European Commission concluded that the 1996 directive should not be revised, but improved in certain respects. FIEC, CEEMET, BusinessEurope, ECEG and World Employment Confederation Europe point out that while employers still face “many problems and bureaucratic burdens when posting employees to other Member States”, the introduction of new rules would create even more administrative burdens, and sometimes even uncertainty and confusion, for all those involved in the posting of workers.
“In this respect, progressing on the revision of regulation 883/04 remains crucial [social security]”, they also say.
The signatories put forward a number of recommendations, including a call for the European Commission to rapidly present its initiative on e-Declaration to be used on a voluntary basis by the Member States.
“This initiative will simplify and facilitate administrative procedures when employers post workers abroad. The efforts should be continued to make the e-Declaration an EU-wide tool for general notification purposes”.
