21/10/24 (Agence Europe) – On Friday 18 October, the European Commission announced that it was opening an investigation into the circumvention of an anti-dumping measure on imports of certain Chinese graphite electrode systems. These products are used in the manufacture of electric furnaces. The European Carbon and Graphite Association submitted a request for a review in September. It suspects Chinese companies of exporting artificial graphite in blocks or cylinders to the EU, then carrying out assembly operations there in order to circumvent the anti-dumping duty. The EU noted that these assembly operations had intensified since or just before the opening of the Commission’s initial investigation. This is why it considers it necessary to open an investigation into circumvention. See the implementing regulation: https://aeur.eu/f/dyu (LM)
