On Thursday 25 July, the European Network of Transmission System Operators for Electricity (ENTSO-E) and the European Commission shared a guidance document to help Member States provide the information needed to draw up Offshore Network Development Plans (ONDP) 2026.
ONDPs are part of ENTSO-E’s ten-year network development plan, covering both onshore and offshore infrastructure.
The first edition of the ONDP, published in January 2024, assessed the needs of the system to connect 380 GW of offshore resources in 2050 and supply up to 25% of electricity demand from renewable sources in all sea basins.
This will require a total investment of €400 billion and 54,000 kilometres of transmission routes in European waters.
The guidance document describes the information required from Member States for the next edition of the ONDP 2026, such as offshore renewable energy capacities by 2030, 2040 and 2050 for each sea basin, as well as hydrogen produced from offshore renewables.
EU countries must also communicate the locations of renewable energy production and transmission infrastructure, any hydrogen production sites, any updates to maritime spatial plans and specific production targets in designated maritime areas.
Member States must submit this information by 24 December 2024.
