Aid controls, EU simplifies rules on geo-tagged photos

The European Commission’s proposal to make the use of geo-tagged photos optional for Member States received, on 11 July, a positive opinion from national representatives, paving the way for its adoption.

This legislation gives national administrations greater flexibility in implementing the instruments of the Common Agricultural Policy (CAP), in line with the measures taken to respond to the anger of EU farmers. One of their concerns was related to the requirements for the use of geo-tagged photos as of 1 January 2027 for the Area Monitoring System.

The proposal was subject to consultation before being voted on by EU countries (see EUROPE 13432/16).

The Area Monitoring System is based on automated analysis of satellite imagery from Copernicus and aims to reduce farm inspections. It is part of the administration and control system.

Geo-tagged photos were introduced in the current CAP to avoid field visits to farmers and alleviate costs for national administrations. However, half of the respondents surveyed who apply for CAP aid do not use mobile devices to provide the authorities with geo-tagged photos. Of the 50% who use mobile devices for this purpose, around half experience difficulties.

The Commission is therefore removing the obligation for Member States to use geo-tagged photos. Member States will have the flexibility to ask farmers to use geo-tagged photos or any other data deemed equivalent. (Original version in French by Lionel Changeur)
