2025 fishing quotas – Norway and Russia to be discussed by European ministers on 24 June

On Monday 24 June in Luxembourg, the EU fisheries ministers will debate the European Commission’s communication on the principles to be followed in setting the 2025 total allowable catches (TACs) and quotas in Community waters.

In this communication dated 7 June, the European Commission estimated that the number of overexploited fish stocks is now smaller than in 2003 (see EUROPE 13426/9). The EU Council will endeavour to reach a political agreement in October on the proposal for next year’s fishing opportunities in the Baltic Sea. In December, European ministers will set the 2025 fish quotas for the Atlantic and Mediterranean.

In addition, Germany, supported by several countries (France, Spain, Portugal, Belgium, Ireland, the Netherlands, Poland, Sweden, Estonia and Latvia), will raise the issue of the future development of relations between the EU and Norway in the field of fisheries (see EUROPE 13277/33). A note from Germany highlights a number of issues relating to fisheries relations with Norway, such as the EU’s historical fishing quotas which are not recognised, the EU’s reduced access to certain fish stocks, Norway’s ban on beam trawling, and the redistribution of certain quotas for fish stocks managed jointly by the EU and Norway. Germany advocates cooperation in the interests of Norway and the EU, and of fish stocks.
