Recast of Financial Regulation, no outcome yet on extension of EDES system to funds under shared management

The EU Council and the European Parliament resumed political negotiations at a new session of interinstitutional negotiations on the recast of the Financial Regulation of the EU budget, on Monday 27 November.

The co-legislators returned to a number of previously discussed points relating to the protection of the budget, such as Parliament’s desire to have a single information and monitoring system enabling beneficiaries’ data to be shared, used in particular for data mining and for a risk scoring tool (see EUROPE 13278/17).

They also resumed discussions on the Early Detection and Exclusion System (EDES) and its extension to shared management funds, as called for by Parliament. 

Little progress has been made on these two points, which means that further discussions at technical level will take place, followed by political negotiations on 7 December. However, according to a parliamentary source, the Council could show more flexibility in the coming days regarding EDES. 

Points relating to the diversified funding strategy and the provisioning pool, as well as negative income and the recovery of EU receivables, will also be discussed once again.

With regard to global initiatives, an agreement could be reached quickly on the basis of the European Commission’s initial proposal, but ensuring that before these initiatives are launched, the Commission informs Parliament and the Council as soon as possible and provides a series of pieces of information. 

The ambition shared by the co-legislators is to conclude the negotiations before the end of the year. (Original version in French by Pauline Denys)
