18/07/23 (Agence Europe) – As part of the budgetary procedure, negotiations (‘summer trilogue’) on the 2024 budget were opened on Tuesday 18 July, with the aim of presenting the respective positions. The European Commission had presented its budget proposal on 7 June (see EUROPE 13196/13), while the EU Council adopted its position on 12 July (see EUROPE 13221/22). On Parliament’s side, the rapporteur, Siegfried Mureșan (EPP, Romanian), mentioned on Twitter that, when reading its provisional budget, the EU Council was acting “like a copy machine”. “The EU Council is copying the same amounts as in the 2023 budget even though the situation we are facing is different, the absorption capacity in several programmes is increasing and needs have changed”.
