EU Council adopts its position on EU 2024 budget

The Member States’ ambassadors to the European Union (Coreper) approved, on Wednesday 12 July, the EU Council’s position on the EU’s draft budget plan for 2024, which provides for €187.008 billion in commitment appropriations and €141.167 billion in payment appropriations.

 This budget breaks down as follows:

- section 1. ‘Single Market, Innovation and Digital’: €21.2 billion in commitment appropriations and €20.91 billion in payment appropriations;

- section 2. ‘Cohesion, Resilience and Values': €74.37 billion in commitment appropriations and €33.61 billion in payment appropriations (including heading 2b ‘Resilience and values’: €9.7 billion in commitment appropriations and €9.46 billion in payment appropriations);

- section 3. ‘Natural Resources and Environment’: €57.38 billion in commitment appropriations and €54.23 billion in payment appropriations;

- section 4. ‘Migration and Border Management': €3.88 billion in commitment appropriations and €3.24 billion in payment appropriations;

- section 5. ‘Security and Defence’: €2.23 billion in commitment appropriations and €2.02 billion in payment appropriations;

- section 6. ‘Neighbourhood and the World’: €15.95 billion in commitment appropriations and €15.21 billion in payment appropriations;

- section 7. ‘European Public Administration’: €11.95 billion in commitment appropriations and €11.95 billion in payment appropriations (including ‘Administrative expenditure of the institutions’: €9.14 billion in both commitment and payment appropriations).

In its initial proposal, the European Commission envisaged a 2024 budget of €189.3 billion in commitment appropriations and €143.053 billion in payment appropriations (see EUROPE 13196/13).

The EU Council is calling for “a cautious approach” in drawing up the EU budget for next year, demonstrating the Union’s solidarity with Ukraine and enabling it to respond to crises, while recommending measures to “control administrative expenditure, which has increased beyond what was initially planned due to high inflation and energy prices”.

The EU Council also made two statements, one on payments in 2024 and the other on administrative expenditure.

It is now up to the Spanish Presidency to negotiate the 2024 budget with the European Parliament.
