European Commission proposing 1.4% increase in expenditure in 2024 budget compared with 2023

On Wednesday 7 June, the European Commission presented its budget proposal for 2024, amounting to €189.3 billion in commitment appropriations, an increase of 1.4% on the commitment appropriations for 2023 (see EUROPE 12966/20).

This budget will be supplemented by €113 billion in grants linked to NextGenerationEU, the EU’s post-pandemic recovery instrument, financed by borrowing on the capital markets.

The Commission has also indicated that it intends to continue supporting Ukraine, and will assess the need for aid as part of the review of the 2021-2027 Multiannual Financial Framework, due on 20 June.

Financing EU priorities 

According to the proposal, the following amounts will be allocated to the various Commission priorities (in commitment appropriations): 

- €53.8 billion for the Common Agricultural Policy (CAP);

- €47.9 billion for regional development and cohesion; 

- €15.8 billion to support partners and interests around the world, including €11.4 billion under the Neighbourhood, Development and International Cooperation Instrument;

- €13.6 billion for research and innovation, including €12.8 billion for the Horizon Europe research programme;

- €10.3 billion for “citizens, social cohesion and values”, including €3.96 billion for the rising borrowing costs of NextGenerationEU and €3.7 billion for Erasmus+ (see EUROPE 13179/16);

- €4.6 billion for European strategic investments, including €2.7 billion for the Connecting Europe facility to improve cross-border infrastructures, €1.3 billion for the Digital Europe programme and €348 million for InvestEU for key priorities (research and innovation, the dual green and digital transitions, the health sector and strategic technologies);

- €2.4 billion for the environment and climate action;

- €2.2 billion for border protection, including €1.1 billion for the Integrated Border Management Fund (IBMF) and €874 million (total EU contribution) for Frontex;

- €2.1 billion for space expenditure, mainly the European Space Programme;

- €1.7 billion for migration-related expenditure;

- €1.6 billion for defence, including €638 million to support the development of capabilities and research under the European Defence Fund (EDF);

- €947 million to ensure the functioning of the single market, including €602 million for the single market programme and €200 million for the fight against fraud, taxation and customs;

- €754 million for EU4Health and €230 million for the Union’s civil protection mechanism (RescEU);

- €726 million for security, including €315 million for the Internal Security Fund (ISF);

- €213 million for secure satellite connections as part of the EU’s new secure connectivity programme.
