On Tuesday 30 May, the EU Council decided to adopt restrictive measures against five people under the sanctions regime targeting those responsible for actions aimed at destabilising, compromising or threatening the sovereignty and independence of the Republic of Moldova, and two people under the regime targeting actions that compromise or threaten the territorial integrity, sovereignty and independence of Ukraine.
ȘOR political party leader and businessman Ilan Shor and ŞOR party vice-president and Moldovan MP Marina Tauber are sanctioned under the first scheme, adopted on 28 April (see EUROPE 13172/37). According to the Council, Mr Shor is involved in the illegal financing of political parties in Moldova and in inciting violence against the political opposition. Ms Tauber has been charged in the ‘Bank Fraud’ case and is being investigated in two criminal cases relating to illegal funding from an organised criminal group and falsification of the ŞOR party’s financial management report.
The following people are also sanctioned under the same regime: - Gheorghe Petru Cavcaliuc, former deputy head of the Moldovan General Police Inspectorate, who organised the violent protests of October 2022; - Igor Chaika, a Russian businessman responsible for allocating funds to support projects by the Russian Federal Security Service (FSB) aimed at destabilising Moldova; - politician and businessman Vladimir Plahotniuc, who is the subject of numerous criminal proceedings for offences relating to the misappropriation of Moldovan public funds and their illegal transfer out of the country.
The President of the Party of Regions of Moldova, Aleksandr Kalinin, and the Russian-Moldovan businessman Grigore Caramalac, who, according to the EU Council, support actions and policies that compromise or threaten the territorial integrity, sovereignty and independence of Ukraine, are also subject to restrictive measures.
Their assets are frozen, they are banned from travelling to the EU and it is forbidden to make funds available to them.
