A panel of 150 citizens from the 27 EU Member States, brought together by the European Commission in Brussels from 28 to 30 April for the third and final round of deliberations on how to expand learning opportunities abroad for all, agreed on 21 concrete recommendations to make mobility between countries easier for learners, educators and staff.
These recommendations include the use of a vehicular language (lingua franca) as a tool for learning mobility: English, the extension of existing learning mobility programmes to people of all ages and socio-economic backgrounds, promoting deeper integration of the vocational training sector across the EU, tailored financial support for all participants in learning mobility, and mentors for a better welcome in the destination country.
The panel also believes that there is a need to assess the administrative barriers faced by employees and employers and how to overcome them, and to strengthen communication on learning mobility.
The recommendations will feed into the Commission’s proposal for an EU Council Recommendation, expected later in 2023. The recommendation will serve as a guiding framework for the Commission to address the incentives and obstacles to learning mobility.
