FuelEU Maritime’, report by Jörgen Warborn adopted by European Parliament

On Wednesday 19 October, MEPs in Strasbourg adopted the report by Jörgen Warborn (EPP, Swedish) on the use of renewable and low-carbon fuels in maritime transport (‘FuelEU Maritime’) (451 votes in favour, 137 against and 54 abstentions) (see EUROPE 13045/24).

The content of the adopted report has not changed since its adoption in the European Parliament Transport Committee on 3 October (see EUROPE 13035/25), as all amendments tabled were rejected in plenary.

The report thus maintains the targets of achieving a 2% reduction in greenhouse gas emissions by 2025, a 20% reduction by 2035 and an 80% reduction by 2050 compared to 2020 levels for ships over 5000 tonnes. A provision for a 2% use of renewable fuels is also included.

The text also sets out requirements for container and passenger ships to connect to shore-side power when docked in major EU ports from 2030.

This requirement will not be applied to all ports so as not to “force small ports to invest millions of euros in infrastructure that will not be used”, said the rapporteur.

The first discussions with the EU Council in the framework of the inter-institutional negotiations will take place on 27 October. (Original version in French by Thomas Mangin)
