European Commission amends its proposal to extend four TEN-T corridors to Ukraine and Moldova

The European Commission amended, on Thursday 28 July, its proposal on the trans-European transport network (TEN-T) (see EUROPE 12996/7) to take into account the consequences of Russia’s war of aggression in Ukraine.

The proposal now includes the extension of four European transport corridors to Ukraine and Moldova. This extension had already been prepared in early July, when the Commission adopted the revised TEN-T network maps for Ukraine.

Today’s proposal will help improve transport connectivity of these two countries to the EU, facilitating economic exchanges and better connections for people and business alike”, said the Commissioner for Transport, Adina Vălean. She added: “These corridors will also be a key priority in rebuilding the transport infrastructure of Ukraine once the war ends”.

In addition, the amendment to the proposal also addresses the issue of rail gauge for rail transport, which is different in Ukraine from that of most EU Member States, and provides for measures to migrate Ukrainian railway lines - where economically justified - to the European standard gauge.

The Commission’s changes will now be part of the ongoing interinstitutional negotiations on the TEN-T revision, which started in early 2022.
