The International Organization for Migration (IOM) made, on Thursday 7 July, a series of recommendations to the Czech Presidency of the EU Council, focusing in particular on the development of legal channels for labour migration and on the problem of legal identity of migrants and displaced persons worldwide, with an estimated one billion people living without legal identity and without “access to basic services and safe movement”.
The IOM also invites the Czech Presidency to integrate the climate challenge into its work, especially in the discussions on partnerships with third countries.
On legal labour migration, the IOM particularly welcomes initiatives such as the Talent Partnerships (to be launched with North African countries initially to fill some of the EU’s labour needs).
The IOM’s priorities also address the issue of returns of irregular migrants to the EU.
The IOM recognises that “assisted voluntary return and sustainable reintegration can benefit all parties involved”. Here it encourages “the Czech Presidency to enhance the implementation of the EU Voluntary Return and Reintegration Strategy” (see EUROPE 12707/11). Reintegration assistance should also include tailored assistance and be based on existing cooperation structures in the partner countries.
