At a meeting of the Working Party on ‘Transport – Intermodal Questions and Networks’ held on Monday 4 April, experts from EU Member States discussed the latest version of the French Presidency of the EU Council’s compromise text on the deployment of intelligent transport systems in the field of road transport.
In particular, the compromise document states that guarantees of uniform conditions for the implementation of the directive should be provided regarding “the adoption and updating of working programmes, the fixing of geographical coverages and respective deadlines for the deployment by Member States of mandatory data types and ITS services”.
Furthermore, uniform requirements should also be included regarding the adoption of a standard format and template for those reports to be provided by Member States.
The French Presidency document also invites the European Commission, when adopting an implementing act concerning the types of data or geographical areas concerned, to take into account the “costs and human resources needed to make the relevant data available and to deploy the relevant services with a sufficient level of quality”.
This will, according to the document, “ensure that those costs and resources, in particular those incurred by public authorities, are kept to a minimum”.
In addition, the Commission will also have to “consider the administrative burden on private operators which may be required to provide the data and services”.
Finally, the French Presidency’s compromise document includes the fact that adding or modifying the types of data in the priority area – which should increase the security and efficiency of the systems – will need to be subject to a cost-benefit analysis and an impact assessment. Significant benefits and improvements should be clearly justified.
