EU co-legislators hope to reach agreement on public country-by-country reporting on 1 June

The Council of the EU and the European Parliament hope to reach a political agreement on public country by country reporting (or CBCR) at their next upcoming inter-institutional negotiation meeting, which is expected to take place on 1 June.

This was stated by the chair of the European Parliament’s Committee on Economic and Monetary Affairs (ECON), Irene Tinagli (S&D, Italy), on Monday 10 May.

The second political ‘trilogue’ on this text, which would oblige companies to make public certain accounting data such as turnover, profit and taxes paid, took place on 23 April (see EUROPE 12706/23).

We discussed the most contentious items, which are: aggregation versus desegregation of the information to be reported, the safeguard clause for certain sensitive information and the content of the report. Other important issues discussed were the review clause and the comply or explain clauses when it comes to subsidiaries and branches of non EU parent undertakings”, said Tinagli.

According to our information, the European Parliament would indeed be ready to drop a little bit of ballast regarding data desegregation in exchange for a reinforced review clause and a reduced safeguard clause compared to what the EU Council wants. 

The debriefing of the negotiations by co-rapporteurs Evelyn Regner (S&D, Austria) and Ibán García del Blanco (S&D, Spain), which was scheduled for Monday in the European Parliament’s Committee on Legal Affairs (JURI), has been postponed to a future meeting. (Original version in French by Marion Fontana)
