In its conclusions adopted on Monday 10 May (see EUROPE 12712/15), the Council of the EU underlined its determination to move forward with the implementation of the Union’s security and defence agenda “in order to take more responsibility for its security”.
The EU Council is also calling on the EU to pursue a more strategic line and to increase its capacity to act autonomously. “Specifically, the EU will promote its interests and values, reinforce its resilience and preparedness to effectively tackle all security threats and challenges, and promote peace and security”, the EU Council says.
The 19-page conclusions highlight the need to strengthen the Union’s civilian and military operational engagement and EU defence initiatives such as Permanent Structured Cooperation (PESCO); to provide European access to global commons, including space, cyberspace and the high seas; to further strengthen the EU’s resilience and capacity to counter hybrid threats; and to strengthen partnerships, including with NATO.
