Europeans deplore latest Turkish provocations

On Friday 16 October, the European Council deplored the resumption of Turkey’s unilateral and provocative actions in the Eastern Mediterranean, including the country’s recent exploratory activities.

In their conclusions, the leaders also call for compliance with UN Security Council Resolutions 550 and 789 on Cyprus and underline the importance of the status of Varosha, in the north of the island, after the reopening of the beach to the public (see EUROPE 12580/12).

The European Council, reiterating its full solidarity with Greece and Cyprus, urges Turkey to reconsider these actions and “to work for the easing of tensions in a consistent and sustained manner”.

We have reaffirmed our readiness for dialogue, but also our observation: Turkey has continued [to use] the same method”, French President Emmanuel Macron summed up at the end of the summit, adding that the Europeans would not give in. According to Austrian Chancellor Sebastian Kurz, “even those who traditionally show great understanding towards Turkey have been prepared to clearly recognise that one provocation leads to another”.

He called Turkey’s actions “unacceptable”, while German Chancellor Angela Merkel said they were “very regrettable and not helpful”.

The two Chancellors have clashed over the attitude to be taken towards Ankara. For the latter, the focus must be on reducing tensions and continuing the EU’s positive action with Turkey in the interests of both sides, while for the former, a tough course is required. “It has been said once again that if Turkey does not put an end to these provocations, sanctions will be imposed. And I also consider this to be the only possible way”, he explained.

The European Council “will take hold of the matter with a view to following up its conclusions of 1 and 2 October(see EUROPE 12572/1).

In addition, the European Council will hold a strategic discussion on the southern region in December, on the occasion of the 25th anniversary of the Barcelona Process.
