The activities financed under the EU’s agricultural promotion policy between 2016 and 2019 have been implemented in an efficient, relevant and value-added manner, according to an evaluation report published on Wednesday 14 October by the European Commission (https://bit.ly/3lSQEV2 ).
The measures implemented at the initiative of the Commission (fairs and high-level missions) have proved to be very effective in gaining access to markets of non-Member States, points out the study on the impact assessment of the EU agricultural promotion policy (2016-2019).
However, there is still room for improvement in the policy monitoring and evaluation system, says the report, produced by the private firm Deloitte.
More specifically, the Commission is invited to consider, for the medium term, the systematic introduction of qualitative indicators at the output level, for example by examining how target audiences have reacted to the information.
The study also concludes that the promotion policy has been implemented effectively, with some differences according to the type of programme. For example, direct management has generally been more effective. The report recommends simplifying and harmonising the management of single and multiple programs.
The study also considers that promotion policy could play an important role in the transition to a green and sustainable agricultural sector. (Original version in French by Lionel Changeur)
