EU launches its civilian consultative mission in CAR and extends mandate of EUTM CAR

The Council of the EU adopted, on Thursday 30 July, a decision launching the EU civilian CSDP Advisory Mission in the Central African Republic (EUAM CAR).

This mission, established on 9 December 2019 (see EUROPE 12386/11), will be operational on 9 August, for an initial period of two years, following the achievement of its initial operational capability.

Headed by the Portuguese Paulo Soares (see EUROPE 12392/30), EUAM RCA aims to support the reform of the internal security forces in order to enable local authorities to alleviate the current security problems in the country. EU experts will support the Ministry of Interior and Internal Security Forces, police and gendarmerie, with the aim of assisting their deployment throughout the country.

According to the Council, the mission will coordinate “closely” with the UN mission, UNMISCA, the international community, and EUTM RCA, the EU military training mission.

The Council also decided on 30 July to extend this CSDP mission for two years, i.e. until 19 September 2022 (see EUROPE 12449/22).

EUTM CAR, launched in 2016, provides strategic advice to the political and military authorities of the Central African Republic, as well as education and training to its armed forces. (Original version in French by Camille-Cerise Gessant)
