The European Commission is reorganising internally in order to be able to accompany the implementation of the Recovery and Resilience Facility, the budgetary instrument at the heart of the European Recovery Plan agreed by the European Council on Tuesday 21 July (see EUROPE 12532/2).
Within the Secretariat-General of the European institution, a specific task force will be set up reporting directly to President Ursula von der Leyen. It will be operational as of 16 August and provisionally, will be headed by Deputy Secretary General, Céline Gauer (France).
The new organisation chart for the General Secretariat shows two directorates within the working group, each with three units that will follow up with Member States and on topical issues such as climate, single market and finance.
The Commission, which will have to borrow huge sums of money on behalf of the EU-27 to finance the European Recovery Plan, will also have to build up its capacity in this area by strengthening its Directorate-General for Budgets.
