Launch of procedure for creating intergroups in European Parliament

The procedure for renewing the intergroups for the 2019-2024 parliamentary term will be officially launched on Thursday 19 September by the Conference of Presidents (CoP) of the political groups and should be completed at the December plenary session.

Next week, in Strasbourg, the CoP will adopt the rules governing the establishment of intergroups and will decide on the key to distributing signatures by political group, which allows each group to have an influence on the choices made according to its weight within the institution.

In the previous Parliament, the signatures were distributed as follows: 22 signatures for the EPP and S&D groups, 9 for the ECR and ALDE (Liberals) groups and 7 for the GUE/NGL, Greens/EFA and EFDD groups.

MEPs will have until 23 October to submit their request for the creation of an intergroup. By the end of November, the political groups will have to draw up their final list. On 10 December, the lists will be presented at the meeting of the Secretaries General of the political groups for final approval of the intergroups two days later by the CoP.

During the 2014-2019 legislature, 28 intergroups were active in areas as varied as the fight against racism, climate change, trade unions, sports, LGBTI rights, SMEs, seas and coastal areas or Western Sahara.

Intergroups, which are not official bodies of Parliament, may be formed by Members from at least three political groups.
