Commission singles out all EU Member States on services

The European Commission sent a letter of formal notice to all 28 EU Member States on Thursday 6 June to ensure that they all comply with EU services rules.

The Commission points out that the Services Directive (Directive 2006/123/EC) imposes an obligation on Member States to set up one-stop shops, the aim of which is to help service providers and facilitate the free movement of services in the single market. However, the Commission considers that there are implementation gaps in all Member States, in particular on the recognition of professional qualifications.

Here, the Commission considers that the information available online is insufficient and often lacks quality to really claim to help service providers. The institution is also concerned about access to procedures and their online completion through the one-stop shops, including for cross-border users under the EU Regulation on electronic identification (910/2014).

Member States now have two months to reply to the Commission. Otherwise, the latter could decide to send them a reasoned opinion. (Original version in French by Pascal Hansens)
