Council of the EU. ‘Transport, Telecommunications and Energy’ Council (and 07/06) *Transport - Definition on the proposal on the use of electronic information for freight transport - Update on the discussions on the Commission's proposals on: new clearer rules on leased vehicles to ease restrictions on international transport; the proposal for a "Eurovignette" for financing road infrastructure and reducing traffic congestion and polluting emissions; rail passengers' rights; licensing measures for the trans-European transport network (TEN-T). - Miscellaneous: status of the proposal to stop seasonal time changes. The 'miscellaneous' item includes in particular information from the Presidency of the Council of the EU on the proposal to end seasonal time changes.
