Ministers called on 7 June to set first modalities of ‘migration’, ‘borders’ and ‘internal security’ funds

On Wednesday 29 May, the permanent representatives of the EU Member States agreed to submit the dossier on the new Asylum and Migration Fund to the Ministers of the Interior for approval on 7 June in Luxembourg. 

Ministers will be invited to accept a partial general approach, as the precise numbers for this Fund are not specified, as they are linked to the subsequent negotiation of the Heads of State or Government on the next multiannual financial framework. The Asylum and Migration Fund aims to support the various actions of Member States in the field of reception conditions for asylum seekers, resettlement of refugees or humanitarian admission; it also envisages assistance to Member States for any asylum seeker relocated to their territory, as provided for in a draft reform of the so-called Dublin Regulation presented in 2016, with, for example, a sum of €10,000 per person received. 

However, these elements related to the asylum package, whose seven texts are neither finalised nor in the process of being adopted by the EU Council, will not form part of this partial general approach. 

In addition to the AMIF Fund, ministers will also have to partially approve the Internal Security and Integrated Border Management Funds (see EUROPE 12260/16)

They will also be asked to approve on 7 June a partial general approach on the Returns Directive (see EUROPE 12258/1). This meeting of ministers will also be an opportunity to discuss the future of migration policies for the next 5 years, a discussion that could include the question of the fate of the asylum package. (Original version in French by Solenn Paulic)
