Member States' ambassadors to the EU adopted conclusions on Wednesday 29 May on combating hybrid threats, calling for further work to identify the threats.
In these conclusions on ‘Work under Action No. 1 of the Common Framework on Combating Hybrid Threats’, the Ambassadors call on the Commission and the European External Action Service to continue work, in cooperation with Member States, ‘to identify areas that require further attention’ and to identify vulnerabilities to be addressed at Community level. Action No. 1 concerns an investigation into hybrid risks.
The ambassadors also stress the importance of a “more coordinated approach between Member States as well as between EU institutions due to the multidimensional nature of these threats and their effects on EU security”. They therefore invite Member States and the EU to continue to share information and best practices “on a voluntary basis” in order to contribute to a common understanding of hybrid threats at EU level.
In March and June 2018 the European Council stressed that the EU should continue to build capacity to address hybrid threats. (Original version in French by Camille-Cerise Gessant)
