European Parliament/Council agreement in principle expected in February on ‘Fiscalis’ programme

The first inter-institutional negotiations held on Thursday 24 January on the 'Fiscalis' programme for the period 2021-2027 (see EUROPE 12037), which aims to encourage cooperation between EU tax administrations, were “constructive”, a European source told us on Friday 25 January. The second 'trilogue', expected during the second half of February, should be the last. 

According to the same source, there are still some points to be clarified in terms of reporting, transparency and delegated acts. Discussions are also expected to continue on Parliament's proposal to encourage the implementation of specific actions with the participation of the least developed third countries. They will focus on the achievement of international tax objectives, such as the automatic exchange of tax information (see EUROPE 12144)

However, the issue will remain open until the horizontal negotiations on the multiannual financial framework for 2021-2027 have been finalised. As a reminder, the Parliament requested an increase in the financial envelope to EUR 339 million in current prices. (Original version in French by Marion Fontana)
