As of Friday 25 January, Member States' ambassadors to the European Union ('Coreper') have defined their negotiating position on the proposal for a revision of Directive 2009/33/EC to stimulate public procurement of clean vehicles.
This agreement echoes the European Commission's proposal of November 2017 as part of the second ‘mobility’ package (see EUROPE 11900, 11898).
No major substantive changes have been made to the draft compromise put on the table by the Romanian Presidency of the Council of the EU last December and detailed in our columns (see EUROPE 12164). In December, the ministers had only recorded one progress report on the subject (see EUROPE 12151, 12148).
According to our information, Austria, Bulgaria, the Czech Republic, Germany and Latvia opposed this text.
Inter-institutional negotiations ('trilogues') with the European Parliament will now be able to begin, as MEPs adopted their negotiating position on this text last October (see EUROPE 12126).
The Romanian Presidency of the Council wishes to conclude the trialogues by next month (see EUROPE 12178). (Original version in French by Lucas Tripoteau)
