Brussels, 14/06/2005 (Agence Europe) - Meeting in Luxembourg on 11 June, the Federal Council of the European Movement International (EMI) adopted a resolution that states: - every country and every people has the right and also the duty to express its opinion on the European Constitution, and no Member State can block the political will of another Member State; - the process of ratification must not be stopped but continue on the basis of the text of the Constitution; - the reasons for voting “no” must be analysed during referendums and a response must be given to citizens' fears about economic and social crisis, and ”questions regarding identity and sovereignty and (…) democracy and transparency in the EU have to be closely examined”; - the EMI “supports a 'D' (democracy) plan for better communication and participation for all citizens throughout Europe” and calls for “new mechanisms to ensure an ongoing European debate” (Margot Wallström and José Manuel Barroso were the first to use the expression “D Plan”); - the EU must prove its capability to act decisively, mainly concerning the financial perspectives 2007-2013, the Lisbon Strategy, the fight against international crime and terrorism, protection of the world's environment and the positions of Europe on international policies; - and “Europe must now show that it is able to master this crisis. A return to nationalism is not the answer”.
