Ahead of the European Council of 16 and 17 December (see conclusions in EUROPE/Documents 2390/2391), in Strasbourg on 16 December the European Parliament adopted the Van Orden report on Bulgaria and the Moscovici report on Romania (see EUROPE of 17 December, pp. 8 and 9).
