15/11/2004 (Agence Europe) - During the congress of the Social Democrat Party, its president, Portuguese prime minister Pedro Santana Lopes confirmed on Sunday in Lisbon that the Portuguese referendum on the European constitution would take place "at the end of March or beginning of April 2005…as we announced to Europe and the rest of the world". The date has not, however, been decided, because the government and opposition are having difficulties formulating the question to be posed to the electorate.
