The European Council of 4 and 5 November was mainly marked by the presentation of a new team for the Barroso Commission, a meeting with the Iraqi Prime Minister, and discussions on "The Hague Programme" and the Lisbon Strategy (see EUROPE of 6 November, pages 3 to 13).
