Negotiations open on turkey's accession to the EU: European Commission gives positive recommendation

On 6 October 2004, the European Commission recommended that the European Council of 17 December 2004 should approve opening negotiations for Turkey's accession to the European Union, and adopted its "regular report" on Turkey (for presentation to MEPs, see EUROPE of 7 October, pages 3 and 6). The Commission's recommendation and the conclusions of the regular report are published in full in our series EUROPE/Documents (in French, English and German).
