Loyola de Palacio regrets proposal for a permanent safeguard clause for free movement

Brussels, 07/10/2004 (Agence Europe) - The Vice-President of the European Commission, Loyola de Palacio, welcomes the College's proposal on opening talks with Turkey which, she believes, has determined the points to be resolved. She regrets, however, that one is considering for the first time ever the possibility of establishing permanent exceptions to the fundamental policies laid out in the Treaty, such as the freedom of movement for persons and workers.
