07/10/2004 (Agence Europe) - CFSP High Representative Javier Solana met Serb President Boris Tadic on Wednesday, whom he congratulated for his "very courageous decision" the day before to encourage the nation by inviting the Serbs of Kosovo to go to the urns on 23 October (see yesterday's EUROPE, p.8). "The EU considers it the most appropriate one (Ed.: decision) to ensure that the Kosovo provisional institutions become relevant to the Kosovo population, regardless of origin", Mr Solana said in a press release. Messrs Solana and Tadic also share the same point of view about the importance of decentralisation in Kosovo. In Belgrade, it is thought decentralisation would grant Serbs minimum powers in policing, legal, health services and education, where Serbs are in the majority.
