07/10/2004 (Agence Europe) - The Parliamentary Assembly of the Council of Europe (PACE), meeting in Strasbourg, adopted a resolution underlining progress made by Serbia Montenegro on the way to reform. "A great deal has been done but there is still a great deal to do", Italian Socialist Milos Budin said referring above all to the slowness of constitutional reform on the union of States, which is a "just a shell with practically no powers". The resolution mainly calls on Serbia Montenegro to fully cooperate with the ICTY, to shed light on the ethnic clashes in Voïvodine with the necessary sanctions, and also to encourage the Serbs of Kosovo to take part in the elections on 23 October (see yesterday's EUROPE, p.8, on the subject of the Serb president's declarations).
