07/10/2004 (Agence Europe) - French Green Hélène Flautre, president of the European Parliament sub-committee on human rights, chaired proceedings on 6 October in Montréal, where she opened the second world congress on the death penalty with a debate on "The Death Penalty: international justice, terrorism and modern-day genocide".
