Brussels, 26/06/2003 (Agence Europe) - As we announced in yesterday's edition (p.14), the Agriculture Council on Wednesday adopted without debate the common position reached by the Transport Council of 27 and 28 March on the second rail package. The vote was conducted by qualified majority: France, Belgium and Luxembourg voted against. These three countries had already opposed the political agreement at the Transport Council (EUROPE of 29 March, p.11).
