Brussels, 06/01/2003 (Agence Europe) - The European Commission has decided to launch infringement proceedings against eight Member States - Belgium, France, Ireland, Luxembourg, the Netherlands Portugal, Spain and the United Kingdom - over their failure to implement the Guarantees Directive (1999/44/EC) setting out legal rights for consumers buying goods in the EU.
